There is no published price for a mitigation bank credit in Texas, or anywhere else. Credits change hands in private bilateral deals with no disclosure requirement, and the federal registry has no price field — so any single “average price per credit” you find has been modeled, not measured. What can be documented is individual purchases, one public record at a time. That is what we do, and for Texas the record now runs to 119 verified transactions. Published in-lieu fee rates

Texas runs no statewide wetland-permitting program of its own. Compensatory mitigation here is federal: a §404 permit from the U.S. Army Corps of Engineers, with credits governed by the 2008 federal Compensatory Mitigation Rule (33 CFR Part 332). The state's own wetland statute, Natural Resources Code Chapter 221, is narrower than its title suggests — it lets state agencies and certain coastal counties and districts hold and finance mitigation banks with General Land Office approval, but places no permitting duty on a private developer.

What a credit means depends on which district approved the bank, because the two that permit Texas measure differently. Fort Worth scores sites with TXRAM, the Texas Rapid Assessment Method — a rapid, repeatable field assessment the district published in 2011 and revised in 2015, used to size both an impact and the mitigation that offsets it, so a credit stands for assessed condition rather than an acre. Its use is recommended rather than mandatory. Galveston works instead in an interim hydrogeomorphic (HGM) approach. Both names appear in the Unit column of the listings above, against the banks that use them.

Stream credits follow the Fort Worth District's own Stream Mitigation Method, which since 2013 has required at least half of a permittee's stream obligation to be met with in-stream credits where they are available, with riparian buffer and legacy stream credits as the alternatives. Species credits are a third system again: conservation banks approved by the U.S. Fish and Wildlife Service against a single listed species — golden-cheeked warbler, black-capped vireo, Houston toad and others — each tied to its own service area and never interchangeable with wetland or stream credits.
