Mr. Eric Dussault stated the purpose is to construct deep-water berthing infrastructure to safely accommodate moorage of cruise ships. PROPOSED WORK: The applicant requests authorization to install a 24-foot-wide by 160-foot-long concrete or wood moorage float, a 10-foot-wide by 100-foot-long aluminum pedestrian transfer bridge (gangway), four (4) 36-inch diameter floating fender dolphins, and four (4) 24-inch steel file frames, for a total of eight (8) 24-inch steel piles, in order to construct a cruise ship dock. Piles would be installed with a vibratory hammer then driven to final near-refusal depth using an impact hammer.

Repair and rehabilitate fire-damaged harbor infrastructure within the Lahaina Small Boat Harbor. The applicant's stated purpose is to restore harbor functionality and provide safe operating infrastructure for commercial and recreational vessel berthing following the August 2023 Lahaina Wildfires.

The applicants stated purpose is to increase cargo capacity and efficiency for Wrangell and adjacent towns by constructing and operating a marine cargo barge dock.

Kristen Hoppe, Hilcorp Alaska, LLC; stated the purpose is to develop a new gravel source and access road to reach gravel sources, which is necessary for continued oil and gas development, as current gravel sources are being depleted throughout the North Slope. PROPOSED WORK: The applicant proposes the construction of an access road and a new gravel mine site (Put 29) which would execute extraction in phases. The proposed gravel access road would depart from an established gravel road that currently provides access to Drillsite 15. The access road would be approximately 1,000 feet long and 36 feet wide at the surface, maintaining a 2 to 1 slope from the surface of the road to the tundra. Matthew Lindsey stated the purpose is to upgrade the existing marine fuel terminal to better serve fuel delivery vessels and customers. At Terminal 1, infrastructure has aged past its useful life and the vessel berthing arrangement requires reconfiguration to safely accommodate all vessels in the busy waterfront area. PROPOSED WORK: Petro Marine Services requests authorization to upgrade their waterfront fuel terminal, Terminal 1, in Ketchikan, Alaska. Petro Marine Services supplies heating, aviation, diesel, and gasoline fuels and sells products including lubricants and fuel additives. The proposed project would replace an existing fuel float and fuel float approach dock with a breasting dolphin at Terminal 1. Terminal 1 would also undergo upgrades to its fueling station, fender system and mooring system. Chris Piburn, Piburn Investment Properties; stated the purpose is to construct a building with an office space and rental rooms on top of the office space to be leased for the growing mariculture industry in Southeast Alaska. PROPOSED WORK: The proposed building footprint is 35 feet by 100 feet. The proposed building would be two (2) stories. The lower level is intended to support marine-oriented commercial uses, including survey and engineering office space and harbor-oriented retail uses. The upper level is intended to provide short-term lodging accommodations serving fishing lodge guests, guides, and other marine-related visitors. All of the work would occur during the lowest tidal cycle feasible excluding dredging. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated June 26, 2026.
